Communications and Resources Committee

The Communications & Resources Committee shall be charged by Union Council with the oversight of LSU's Marketing, Media, Communications, Union's finances and its human and physical resources

Duties:
a) Subject to the aims and objectives of the Union and the provisions of the Constitution and its supporting schedules, to monitor all aspects of the Students Union's Communications and Marketing.
b) To plan and prepare an annual Communications Strategy and to review and monitor progress towards its implementation.
c) To monitor the developments of the 'Liverpool Student' and any other LSU or joint publications.
d) To agree at the first meeting of the year, LSU's election strategy.
e) To develop and monitor LSU's internet pages.
f) To consider other communication techniques and technologies.
g) To submit minutes of all meetings to the Executive.
h) To approve the Union's revenue and capital budgets.
i) To monitor performance against budget on a regular basis.
j) To consider human resource issues.
k) To consider physical resource issues.
l) To approve grant allocations to the Union's Clubs & Societies.
m) To be accountable to the Executive

Powers:
a) To assign responsibility for work amongst the Committee.
b) To request reports and information with regard to LSU Communication.
c) To liase with relevant personnel at the University with respect to issues of concern to students.
d) To refer reports and business on priority issues to other Committees of the Union.
e) Communications & Resources Committee shall be responsible to the Executive Committee for its activities.

Who sits on this committee?

The Communications & Resources Committee shall comprise:
Composition (vote entitlement)
a) The President
b) The Vice President (Communications & Media)
c) The Vice President (Recreation & Resources)
d) The IM Marsh Campus Officer
e) The Northern Campus Officer
f) 1 (one)other Executive Member
g) 5 (five) Union Council Representatives, who are not members of the Executive
h) 2 (two) Council representatives for Clubs & Societies.

The Communications & Resources Committee may be attended by the following:
a) Comprehensive Members of the Union as detailed in Section 5 and Schedule I of the Constitution
b) Non-members of the Union, subject to a simple majority vote of the Communications Committee
c) The General ManagerAttendance by those listed in (a) and (b) above shall be subject to the provision that they should withdraw for the duration of any discussions of Private & Confidential matters as determined by the Committee

Chair and Secretary
The Chair of the Communications & Resources Committee shall be alternated between the Vice President (Communications & Media) and the Vice President (Recreation & Resources).
The Secretary shall be the Assistant General Manager (Central Services). In unusual circumstances the Secretary may appoint a nominee, to be agreed by either of the Chairs

Meetings of Communications & Resources Committee

The Communications & Resources Committee shall be convened jointly by the Vice President (Communications & Media) and the Vice President (Recreation & Resources) and shall meet at least three times in each semester.

Notice and submission of business shall be as providedin Schedule 3 of the LSU Constitution.

Extraordinary meetings of the Communications & Resources Committee may be called in accordance with Schedule 4 of the LSU Constitution by either:
(a)The Executive, or
(b)The CouncilThe quorum of Communications & Resources Committee shall be 33% + 1 (thirty three percent plus one) of its composition

Election to Communications & Resources Committee

Elections to Communications & Resources Committee shall be conducted as follows:
a) The 1 (one) member of the Executive shall be elected by the Executive at the first full meeting of the term of office.
b) The 5 (five) members of Union Council shall be elected by Union Council at the first meeting of the academic year.
c) The 2 (two) members of Union Council representing Clubs & Societies shall be elected by the Clubs & Societies Representatives of Union Council at the first meeting of the academic year.

There shall be no powers of co-option to the Communications & Resources Committee.
